APINDO Bekasi Regency Explores Coretax System Implementation in Depth

CIKARANG – The Bekasi Regency Chapter of the Indonesian Employers Association (APINDO) held a seminar titled “Income Tax Article 21: A to Z – Coretax Implementation” at the EJIP Center, EJIP Industrial Area, Cikarang, on Tuesday (November 11). The event gathered representatives from 73 member companies across various industrial sectors in Bekasi, primarily from finance and human resources departments.
Tetty Yanuarti, Deputy Chair for Education, Training & Productivity of APINDO Bekasi Regency, delivered insights on the urgency of the seminar and the challenges industries face in implementing the new Coretax System introduced by the Directorate General of Taxes (DJP).
In her opening remarks, Tetty explained that the seminar aimed to help member companies understand the new tax reporting system, particularly ahead of the annual income tax filing period.
“We’re approaching the time to report our annual income tax (PPh 21), whether for individuals or corporations. Our members need clear guidance on how to comply with the government’s expectations using the new Coretax system. That’s why we organized this A-to-Z Coretax Implementation seminar,” said Tetty.
Through this seminar, APINDO sought to ensure that participants fully understand the Coretax implementation process for both PPh 21 and corporate income tax filings.
The main session featured tax and business consultant Dany Widodo, who provided a detailed explanation of how the Coretax system operates—from initial registration to final reporting. He presented a practical workflow to help participants grasp how the integrated system works.
“Basically, Coretax is a one-stop system. All processes—from taxpayer registration and electronic withholding slips to tax return submissions—are automatically integrated. No more manual uploads one by one like before,” Dany explained.
He elaborated that the process begins with taxpayer data verification, followed by generating electronic withholding slips (e-Bupot) for each employee. Once uploaded, the system automatically generates a draft monthly tax return (SPT Masa PPh 21).
“Once the withholding slips are completed, the system automatically pulls the data into the SPT draft. It’s semi-automated, but manual checking is still needed because the system can experience issues,” he added.
Dany further explained that after completing the draft, companies can digitally sign and submit the report via the Coretax portal. If underpayments are detected, the system automatically issues a billing code for payment.
“If everything checks out, just click submit. If there’s a shortfall, the system generates a billing code for settlement. It’s simple but requires some adjustment at first,” he said.
Despite the benefits, Tetty acknowledged that technical challenges persist in the early stages of Coretax adoption.
“The system isn’t fully stable yet and not as user-friendly as expected, which makes reporting difficult for finance practitioners,” she noted.
She also highlighted recurring system glitches, such as freezing and errors, as well as differences in reporting formats compared to the previous system.
“There are still issues regarding what needs to be uploaded in Coretax when preparing the PPh 21 report. The old system was simpler, while now there are several new sub-reports,” she added.
Tetty also pointed out that socialization by the DJP has not been optimal, with most sessions conducted online rather than in person.
“They tend to hold online sessions, and taxpayers have to visit tax offices to consult with helpdesks or account representatives individually. It’s not as effective as seminars like this that reach multiple companies at once,” she remarked.
She emphasized that face-to-face interactions are far more effective, especially given Bekasi’s extensive industrial zones.
“We prefer offline sessions. Here in Bekasi, we have both North and South Cikarang Tax Offices—each could cover different industrial areas. That’s much more effective than virtual briefings,” Tetty explained.
In closing, she expressed hope that the seminar would equip participants with a comprehensive understanding of the new system and prepare them for smoother compliance in the digital era.
“I hope this seminar broadens our understanding of tax reporting and helps companies adapt better. We also hope DJP continues improving the Coretax system to make it more stable and user-friendly,” she concluded.
