Towards Papua’s Energy Sovereignty, APINDO Urges Acceleration of RUED Completion at the National Energy Council

Jakarta – Papua Province remains the only region in Indonesia that has yet to finalize its Regional Energy Plan (RUED). The issue was highlighted during an official hearing between the Provincial Board of the Asosiasi Pengusaha Indonesia (APINDO) Papua and the Dewan Energi Nasional (DEN) in Jakarta on Friday (February 27, 2026).

 

During the meeting, DEN member Johni Jonathan Numberi emphasized the urgency of accelerating the completion of the RUED as the foundation for regional energy development policies, including the advancement of new and renewable energy in Papua.

 

Chairman of APINDO Papua, Mozes Morin, affirmed that the business community stands ready to actively support energy transition efforts and investment in Papua’s energy sector. He described the moment as a strategic step toward strengthening regional energy sovereignty while fostering economic growth based on local potential.

 

The hearing, held at the National Energy Council’s office on Jalan Gatot Subroto, Jakarta, was led by Mozes Morin, accompanied by APINDO Papua Secretary General Bonifasius Mofu and members Hengki Ap and Damian Mote. The delegation was received by Prof. Johni Jonathan Numberi, representing Acting DEN Chair Bahlil Lahadalia.

 

Papua Urged to Finalize RUED Immediately

During the session, DEN conveyed a message urging the Papua Provincial Government to promptly complete the RUED document. According to Prof. Numberi, the RUED is a fundamental instrument derived from the National Energy Policy and serves as a guideline for provincial energy development.

 

The document outlines the regional energy demand and supply roadmap, energy mix strategies, renewable energy utilization targets, as well as medium- and long-term investment projections and infrastructure development plans. Without a finalized RUED, regional energy policies risk lacking integration with national policy frameworks and may hinder incoming investments.

 

Socialization of National Energy Policy

Prof. Numberi expressed appreciation for APINDO Papua’s visit, noting that it brought forward perspectives and ideas from industry players in Papua, particularly in the energy sector.

 

“I would like to thank the Chairman of APINDO Papua, the Secretary, and the delegation for attending. This meeting serves as a platform to disseminate national energy policy and energy planning in accordance with the duties and responsibilities of the National Energy Council,” he stated.

 

He also presented updates on the progress of RUED preparation and revision across Indonesia’s 38 provinces, underscoring the importance of synergy among the central government, regional governments, and business actors to ensure that energy sector development is well-directed, sustainable, and beneficial to the public.

 

APINDO Papua Ready to Contribute

Mozes Morin expressed appreciation for the opportunity to engage directly with DEN.

“On behalf of APINDO Papua Province, we thank the National Energy Council for the comprehensive overview of national energy policies,” he said.

Meanwhile, Secretary General Bonifasius Mofu explained that the hearing aimed to provide constructive input and recommendations regarding the development of the energy sector and renewable energy in Papua.

 

“DPP APINDO Papua seeks to contribute to the energy sector, particularly new and renewable energy in Papua. We also want to hear directly from the National Energy Council regarding key considerations for both the regional government and APINDO Papua,” he said.

 

According to Bonifasius, APINDO Papua sees significant opportunities for strategic collaboration between regional governments and the business sector in developing sustainable energy and renewable energy potential across Papua.

 

The hearing is expected to serve not merely as a discussion forum, but as a catalyst for accelerating the completion of Papua’s RUED and strengthening energy and renewable energy investments in Indonesia’s easternmost region. Through synergy between the central government, regional authorities, and the business community, Papua is encouraged to play a strategic role in the national energy resilience and transition roadmap.
