Apindo Riau Admits Plans to Challenge Kampar 2026 Agricultural–Plantation Sectoral Minimum Wage, Cites Key Considerations

Kampar — The Indonesian Employers Association (Apindo) has finally spoken out regarding the implementation of the 2026 Regency Sectoral Minimum Wage (UMSK) for the agricultural and plantation sector in Kampar.

 

Secretary of the Riau Provincial Board (DPP) of Apindo, R. Elwan Jumanri, responded to reports suggesting that the organization plans to pursue legal action. He did not deny the possibility.

 

“We are considering filing a lawsuit against what we see as a unilateral decision by the Kampar Regency Government. We are currently analyzing whether to submit the case to the Administrative Court (PTUN) or not,” Elwan told Tribunpekanbaru.com on Thursday (January 15, 2026).

 

He argued that the UMSK was determined unilaterally by the local government, which is the main reason Apindo is considering legal action through the State Administrative Court (PTUN).

 

According to him, the sectoral minimum wage was set without properly involving all relevant stakeholders. The UMSK was determined at Rp4,149,255.46, a figure higher than the recommendation of the Regional Wage Council.

 

“That amount exceeds the recommendation of the Wage Council, which includes representatives of employers, workers, and the government,” he said.

 

Elwan explained that during earlier discussions, the Kampar Office of Industry and Manpower (Disperinnaker) had agreed within the Wage Council not to set a sectoral minimum wage for the plantation sector.

 

“At that time, the agreement was that the plantation sector wage would be discussed for 2027. However, that agreement was not honored,” he said.

 

He added that sectoral minimum wages were also set by the Indragiri Hulu (Inhu) Regency Government, a decision with which Apindo also disagrees.

“We are still analyzing whether to file a lawsuit with the Administrative Court regarding the 2026 Kampar UMSK,” he concluded.

 

Previously, Head of the Kampar Office of Industry and Manpower, Edward, through Head of Industrial Relations Development Aulia Fajri, stated that all parties had reached an agreement.

 

He said discussions on minimum wages, both the regency minimum wage (UMK) and sectoral minimum wage (UMSK), had followed the proper procedures of the Wage Council, including the involvement of Apindo and labor unions.

 

According to him, the Riau Provincial Apindo had delegated its representatives to attend the Wage Council meetings, and those representatives had signed the official meeting minutes.

 

“Both wages (UMK and UMSK) were jointly agreed upon and formalized in the meeting minutes,” he told Tribunpekanbaru.com on Monday (January 12, 2026).

 

Based on that agreement between employers and workers, Disperinnaker proceeded to formalize the decision. “What more is Apindo demanding?” he said.
