APINDO Papua Urges Employers to Ensure Timely THR Payments
Saturday, 07 March 2026
Papua – The Papua chapter of the Asosiasi Pengusaha Indonesia (APINDO) has issued a firm appeal to all companies operating in the region to fulfill their obligation to pay the Religious Holiday Allowance (Tunjangan Hari Raya / THR) to workers. Employers are specifically urged to ensure that payments are made on time and in accordance with applicable regulations.
Chairman of APINDO Papua, Moses Morin, emphasized that the provision of THR is mandated under Indonesia’s labor law. Therefore, every company is required to comply with the regulation. According to him, the payment of THR is not only about fulfilling workers’ rights but also reflects a company’s commitment to regulatory compliance.
The Papua Provincial Government, through the Manpower, Cooperatives, and MSMEs Office, is also overseeing the process. Authorities are ensuring that THR payments are made no later than 14 days before the religious holiday. A complaint post has also been prepared for workers who experience issues related to THR payments.
Employers’ Obligations and APINDO’s Role
Moses Morin reiterated that THR payments are a legal obligation stipulated under Indonesia’s labor regulations. Every company must comply with these rules, and adherence to them reflects a company’s commitment to responsible business practices.
APINDO Papua has specifically urged all employers under its network to comply with the regulation by ensuring timely THR payments. This is essential to protect workers’ rights and foster a fair working environment.
Morin also highlighted the importance of maintaining strong cooperation between employers and employees. A harmonious relationship, he said, supports business sustainability and promotes shared prosperity.
Government Oversight and THR Complaint Mechanism
Acting Head of the Papua Provincial Manpower, Cooperatives, and MSMEs Office, Jimmy Thesia, explained that THR payments must be completed no later than 14 days before the religious holiday. This provision applies to all companies.
Workers who have not received their THR are encouraged to report directly to the provincial Manpower Office, where a dedicated complaint post has been established ahead of the Eid al-Fitr holiday.
So far, the office has not received any reports of delayed THR payments, indicating a relatively high level of compliance among companies. The government hopes this compliance will continue throughout the current Eid holiday season.
Importance of Compliance for Harmonious Industrial Relations
Timely THR payments play an important role not only in fulfilling workers’ rights but also in building trust between employers and employees. Trust is a crucial foundation for healthy industrial relations.
A harmonious working relationship between employers and workers is key to creating a conducive work environment, which ultimately supports productivity and regional economic growth.
Both APINDO Papua and the regional government remain committed to ensuring that all parties comply with the regulations. Their goal is to maintain a balance between rights and obligations so that worker welfare and business sustainability can progress hand in hand.
