APINDO Holds Provincial Conference in Manokwari, Sroyer Elisa Elected to Lead APINDO West Papua

Manokwari – The Indonesian Employers Association (APINDO) of West Papua officially held its 2025 Provincial Conference (Musprov) in Manokwari. The conference served as a strategic forum for consolidating the business community and setting the organization’s policy direction for the next five years.

Through a democratic process, Musprov participants unanimously elected Sroyer Elisa as Chairperson of the Provincial Leadership Board (DPP) of APINDO West Papua for the 2025–2030 term.

 

During the presentation session, Anthony Hilman, Head of Organizational Affairs of the APINDO National Leadership Board (DPN), outlined the national labor market situation and its relevance to West Papua.

 

“Nationally, job absorption reaches only 2–4.5 million people per year, while demand stands at 7–9 million unemployed individuals plus 2–4 million new labor force entrants. As a result, around 59 percent of workers are employed in the informal sector,” he explained on December 11, 2025.

 

He added that conditions in West Papua reflect similar challenges. “West Papua’s Open Unemployment Rate (TPT) stood at 4.55 percent in August 2025, while 63.19 percent of workers remain in the informal sector. These conditions must be addressed through concrete measures to expand job opportunities and strengthen labor protection,” he said.

 

Anthony concluded by emphasizing the importance of cross-sectoral synergy. “APINDO believes in the spirit of Indonesia Incorporated. The government and business actors must work in synergy for a more advanced and inclusive West Papua,” he stated.

 

Earlier, Isak Samuel Kejne Mansawan, Chair of the Musprov Organizing Committee, reported that the conference was the culmination of intensive preparations.

 

“This forum has been prepared over six months and serves as the main platform to discuss strategic programs and elect the new Chairperson of DPP APINDO West Papua. Musprov is a crucial momentum in determining the future direction of the organization,” he explained.

 

From the regional government’s perspective, Eduard Toansiba, Head of the West Papua Manpower Office, expressed appreciation for APINDO’s contribution in maintaining a stable business climate.

 

“For the past 10 years, APINDO has worked alongside the regional government to safeguard the business climate in West Papua. This commitment must continue to be strengthened. APINDO also plays a strategic role in expanding certification programs to improve workforce quality,” he said.

 

Representing the Governor of West Papua, Yakub R. Kiriwenno, Head of the Provincial Procurement Bureau (PBJ), highlighted APINDO’s strategic role as a bridge between the business sector and the government in creating a conducive investment climate.

 

“The theme of this Musprov is highly relevant to the regional development vision. APINDO is an important partner of the government in driving economic growth, empowering MSMEs, and opening space for sustainable investment while ensuring public welfare and legal certainty for investors,” he stated.

 

The Musprov concluded with the formal appointment of Sroyer Elisa as Chairperson of DPP APINDO West Papua for the 2025–2030 term and Deiby Debora Pangemanan as Chair of the Advisory Board. The forum also formulated several priority programs, including strengthening business certainty advocacy, enhancing member capacity, expanding human resource certification, and reinforcing strategic cooperation between the business sector and the regional government.

 

The event was attended by the Head of the West Papua Manpower Office Eduard Toansiba, Head of the Provincial Procurement Bureau Yakub R. Kiriwenno, Chair of IWAPI West Papua Deiby Pangemanan, as well as APINDO Regency/City Chapters from Fakfak, Kaimana, Manokwari, South Manokwari, Pegunungan Arfak, and Teluk Wondama.
