JAYAPURA, Papua – The Jayapura City Leadership Council (DPK) of the Indonesian Employers Association (APINDO) has held its First Regional Work and Consultation Meeting (Rakerkoda I).

The meeting took place at a hotel in Abepura, Jayapura City, on Thursday morning, July 2, 2026, and was officially opened by Jayapura Deputy Mayor Dr. Ir. H. Rustan Saru, MM.

For Rustan Saru, the meeting served as a strategic forum to align APINDO’s work programs with regional government policies aimed at promoting economic growth, investment, and broader employment opportunities for the people of Jayapura City.

APINDO is a strategic partner of the government in developing a conducive business climate. Strong synergy between the government and the business community is essential to strengthening the regional economy.

The Jayapura City Government, therefore, is opening the widest possible opportunities for investments that provide tangible benefits to the community. The entry of modern retail companies such as Indomaret, Alfamidi, MR.DIY, and other businesses is expected not only to stimulate economic activity, but also to create employment opportunities.

“We hope these companies will be able to create jobs for local workers, particularly Indigenous Papuans (OAP),” the Deputy Mayor said.

He also urged APINDO to further optimize the empowerment of local businesses, particularly micro, small, and medium-sized enterprises (MSMEs).

According to Rustan Saru, Papuan MSME products need greater market access through partnerships with modern retail networks, enabling them to grow and compete in broader markets.

The government expects APINDO to serve as a bridge between large businesses and local MSMEs, allowing locally produced Papuan goods to be marketed through modern retail outlets.

In this way, the benefits of investment can be genuinely felt by the community. The regional government is committed to facilitating business activities through regulations that support the business sector.

“Of course, we [the government] will continue to create a conducive investment climate without making the licensing process unnecessarily difficult, while still adhering to applicable laws and regulations,” he said.

As a service-based city, Jayapura has responsibilities in managing regional taxes and levies, including waste management fees, advertising taxes and levies, as well as other fiscal obligations in accordance with prevailing regulations.

“If there are policies considered burdensome to business operators, the government is open to communication so that they can be discussed jointly through the established mechanisms,” Rustan Saru said.

Meanwhile, Chairman of DPK APINDO Jayapura City, Leonardo L. Awom, SE., MM, said the Regional Work and Consultation Meeting was aimed at synchronizing APINDO’s work programs from the national and provincial levels down to the city level, while also aligning them with the vision and mission of the Jayapura Mayor and Deputy Mayor.

APINDO Jayapura City is committed to serving as a platform for local business operators to contribute to regional development through increased investment, job creation, and the strengthening of community-based businesses.

“We appreciate the Jayapura City Government for entrusting APINDO with the management of parking facilities at several modern shopping centers,” Leonardo said.

Leonardo, who is popularly known as Lewi, further explained that the parking management program covers approximately 47 Indomaret outlets, 34 Alfamidi outlets, and nine MR.DIY outlets across five districts in Jayapura City.

Under the program, APINDO will be responsible for recruiting parking attendants.

The recruitment process will prioritize parking attendants who have previously been trained and supported by the Jayapura City Government through its Transportation Agency.

“Of course, this parking management program will also contribute to Jayapura City’s Locally Generated Revenue (PAD). Parking attendants will also be facilitated with membership in BPJS Health and BPJS Employment as a form of social protection,” he explained.

In addition to parking management, APINDO Jayapura City will continue to promote the development of local MSMEs so they can compete amid the growth of the business sector.

The organization will also strengthen coordination with the Jayapura City Manpower Agency to ensure that modern retail companies prioritize local workers, particularly Indigenous Papuans.

Through the First Regional Work and Consultation Meeting (Rakerkoda I), it is hoped that stronger synergy will be established among the regional government, APINDO, and the business community in creating a healthy and conducive investment climate.
