BPS and APINDO West Papua Strengthen Data Synergy for Economic Census 2026 and Economic Diversification

Manokwari, April 21, 2026 — In support of the 2026 Economic Census (SE2026), Statistics Indonesia (BPS) of West Papua Province held a Prelist Statistical Business Register (SBR) Data Reconciliation event at the Kasuari Gelambir Ganda Hall. The event, themed “Business Profiles and Data Needs for Enterprises,” featured the Chairman of the West Papua Provincial Board of the Indonesian Employers Association (APINDO), Sroyer Elisa, as the keynote speaker.

 

The initiative marks a strategic step in strengthening collaboration between BPS and APINDO West Papua to produce accurate, valid, and up-to-date economic data as a foundation for regional development policies.

 

Data Accuracy Key to West Papua’s Economic Transformation

The data reconciliation forum is considered crucial amid structural economic challenges in West Papua. Despite recording the highest economic growth rate nationally at 20.80 percent in 2024, the province’s poverty rate remains high at 19.58 percent, ranking third nationwide.

 

In his presentation, Sroyer Elisa emphasized the urgency of economic diversification to reduce dependence on extractive industries. Currently, the LNG sector accounts for up to 98.4 percent of total exports. “Economic diversification is no longer an option, but a necessity. Overreliance on mining and LNG limits the equitable distribution of economic benefits,” he said.

 

He also warned that without an inclusive and accurate data foundation, there is a significant risk of misreading real conditions, which could lead to ineffective and misdirected policies.

 

APINDO Introduces “GROW” Framework to Strengthen Data Collaboration

The event also marked the reactivation of APINDO West Papua’s provincial board after being inactive from 2017 to 2025. As part of its contribution, APINDO introduced the “GROW” framework (Grow, Represent, Optimize, Win-Win).

 

The framework focuses on expanding the business membership base, representing real economic conditions of enterprises, synchronizing BPS SBR data with APINDO’s business directory, and strengthening a data ecosystem driven by investment insights. This approach is expected to enhance the integration of economic data between the government and private sector in a more comprehensive manner.

 

Building Trust as the Foundation of Data Collection

On the technical front, Sroyer highlighted the importance of building trust among businesses in the data collection process. He recommended the use of range-based questions instead of precise figures to maintain the confidentiality of respondents’ financial data. This approach is considered effective in increasing participation and improving data quality for SE2026.

 

He further underscored the strategic role of the private sector through the concept of Indonesia Incorporated, where entrepreneurs are not only economic actors but also partners of the government in national development. “Entrepreneurs are shareholders of the ‘republic’ who help shape the nation’s economic direction,” he noted, adding that the success of SE2026 depends heavily on the transparency and honesty of business data.

 

Closing the event, Sroyer Elisa reaffirmed APINDO’s full commitment to supporting the implementation of SE2026. “The 2026 Economic Census is not merely a BPS agenda, but a shared foundation to ensure more accurate, inclusive, and evidence-based economic policies,” he concluded.

 

The event was attended by 77 participants both offline and online, including representatives from regional government agencies (OPD), academics, and BPS officials from West Papua and Southwest Papua.
