Before Tapera, Apindo Says Company Contribution Burden Is Already Large

 

 

 

 

The Indonesian Employers Association (Apindo) protests the People's Housing Savings (Tapera) policy, which will become a mandatory contribution for both private employees and companies.

 

"Currently, the burdens borne by companies are almost 18.24% to 19.74%. These include social security, Old Age Security (JHT), death insurance, work accident insurance, pension, health social security, severance reserves, and others. So, the total is significant," said Apindo Chairman, Shinta Kamdani, in Kuningan, Jakarta, Friday (31/5).

 

Shinta believes that the mandatory Tapera contribution will only add to the problems for both employers and employees. Given the current unsupportive economic conditions, it is feared that this will make it more difficult for businesses to survive.

 

"So, if there is an additional burden, it will certainly make things heavier, especially with the current market demands and other factors," Shinta explained.

She suggested that Tapera should be a voluntary savings scheme. "If it is called savings, then it should be voluntary. There is no need to mandate employers and employees to pay contributions," she said. 

 

Shinta also highlighted the role of BPJS Ketenagakerjaan, which has been implemented by deducting workers' salaries as a form of social and health security.

In BPJS Ketenagakerjaan, there is Old Age Security (JHT), 30% of which can be used for additional services.

 

"That’s almost 136 trillion rupiah. From a total of 30% of the total JHT. So, we think, what is the purpose of the Tapera contribution?" Shinta clarified.

Previously, President Joko Widodo (Jokowi) enacted Government Regulation Number 21 of 2024, amending Government Regulation (PP) Number 25 of 2020 on the People's Housing Savings (Tapera) on May 20, 2024.

 

The Tapera contribution for employed participants is 3% of income. For self-employed participants, this contribution is also 3% of income. If a person works for a company, the contribution is split between the employee and the company. The employer pays 0.5% of the salary, while the employee pays 2.5%. For freelancers, the entire 3% contribution from income must be paid by themselves without assistance from any employer.
