APINDO North Sumatra Holds FGD to Discuss Labor Issues

MEDAN — The Indonesian Employers’ Association of North Sumatra (APINDO Sumut) held a Focus Group Discussion (FGD) to address key labor issues currently affecting the business sector in the region.
The event was organized to gather input and insights from the business community in North Sumatra, particularly in light of recent legal and regulatory developments.
One of the main topics discussed was the Constitutional Court Decision No. 168/PUU-XIV/2023, which amended 21 provisions in Law No. 13 of 2003 concerning Manpower (Labor Law), and mandated the drafting of a codified labor regulation.
The FGD took place at the APINDO North Sumatra Secretariat and was attended by APINDO and Chamber of Commerce and Industry (KADIN) members from several regions in northern Sumatra on Monday, April 28, 2025.
This discussion was part of a series, following a previous FGD held on January 30, 2025, in MM2100 Industrial Area.
In addition, following the enactment of Law No. 6 of 2023, which ratifies Government Regulation in Lieu of Law (Perppu) No. 2 of 2022 on Job Creation into law (Job Creation Law), and the Constitutional Court Decision No. 168/PUU-XII/2023, the business and industrial sectors are urged to closely examine the implications, particularly those that could affect industrial growth and employment across Indonesia.
The FGD aimed to collect feedback, responses, and recommendations on how the implementation of these laws can continue to foster a conducive industrial climate in Indonesia.
This is also aligned with global industry trends focusing on Business and Human Rights and Responsible Business Conduct.
Chairman of APINDO North Sumatra, Prof. Dr. Haposan Siallagan, emphasized that Indonesia has started to adopt the principles of Pancasila-based Industrial Relations in labor practices. For this reason, a Working Meeting (RAKER) on labor affairs is necessary to further discuss strategic labor issues to ensure industrial relations remain harmonious, dynamic, and just.
“One of the major challenges our country is facing is the high rate of employment termination. We are seeing layoffs across various sectors. This is where we must determine what we can collectively propose to the government as a result of these discussions. We hope today’s discussion generates valuable insights,” he stated.
Vice Chairman for Labor Affairs at APINDO, Darwoto, encouraged participants to use the opportunity to provide substantial input.
“This is not only about shaping future labor legislation but also about addressing emerging issues,” he explained.
Mura M. Hanartani, Chair of the Regulation Committee, served as a resource person during the discussion, delivering key points on the labor issues at hand.
