Apindo Supports Bekasi Regency Government’s Partnership with Companies to Boost Local Employment, Urges Clear and Firm Regulations

BEKASI – The Indonesian Employers’ Association (Apindo) Bekasi Regency has welcomed the local government's plan to strengthen collaboration with companies through the signing of a Memorandum of Understanding (MoU) aimed at optimizing the absorption of local labor. However, Apindo also underscored the need for clear and firm regulatory frameworks.

 

Yusuf Wibisono, Chairman of Apindo Bekasi, emphasized that unambiguous regulations are essential to serve as a legal foundation for employers, the government, and workers alike.

 

“There needs to be clarity on the rules of engagement, so that all parties can align and accept them,” said Yusuf on Thursday (May 8).

 

He cited an example where, if a company requires 100 employees, the local government could request that 50 percent be allocated for local residents—provided their qualifications meet industry standards. According to him, improving the competence of the local workforce is the key to success.

 

“What matters most is enhancing the capabilities of local talent,” Yusuf added.

 

He also highlighted the importance of instilling a strong work culture—including discipline and work ethics—so that local workers remain competitive. In addition, Yusuf stressed the need for synergy between the government and labor unions to foster a conducive investment climate, particularly when it comes to minimum wage policies.

 

“This kind of synergy also makes the region more attractive for investors looking to invest in Bekasi Regency,” he said.

 

Apindo further addressed concerns about the role of mass organizations (ormas), which are seen as potential disruptors of the investment climate, particularly in waste management and labor recruitment. Although such issues are not new in industrial zones, Yusuf noted that they are more prominent in Bekasi.

 

“To resolve this issue, the local government must formulate standardized regulations so that the ormas problem does not spiral out of control,” he stated.

 

He stressed that foreign investors demand assurance of security and comfort when investing. With its large population and status as Southeast Asia’s largest industrial hub, Bekasi remains an attractive destination for investment.

 

Meanwhile, Acting Head of the Bekasi Regency Manpower Office (Disnaker), Nur Hidayah Setyowati, acknowledged that not all companies currently report job vacancies to the government. To address this, a labor market information system (SipKerja) is in development to ensure job listings are centralized and accessible.

 

“We hope SipKerja will serve as a reliable and integrated job portal,” she said.

 

She explained that SipKerja will enable employers to view available talent directly, while job seekers can access opportunities that match their qualifications.
