APINDO Sumenep Urges Local Council to Expedite Deliberation on 2025 Tobacco Trade Regulation

SUMENEP – The Indonesian Employers Association (APINDO) Sumenep Chapter has called on the Regional Government and the Regional House of Representatives (DPRD) to immediately deliberate and enact a Regional Regulation (Perda) on tobacco trade governance.

 

The statement was made by APINDO Sumenep Chairman, Tatang Saptoaji, in an exclusive interview with nusainsider.com on Monday (August 11, 2025). According to him, such a regulation is crucial as a strategic measure to maintain stable harvest prices for farmers amid unpredictable market fluctuations.

 

“This Perda should be initiated by the DPRD as the people's representatives, then submitted and proposed to the government. If the DPRD takes the lead, it will certainly carry more weight and authority,” Tatang emphasized.

 

He stressed that the DPRD must not remain passive on strategic issues that directly impact the livelihoods of tobacco farmers. “The council must not go soft; they should exercise their right of initiative because this concerns the interests of farmers, who are their constituents,” he added via WhatsApp.

 

Tatang also revealed that if the regulation is enacted, tobacco trade management could be entrusted to PT Wus or PD Sumekar, in line with the direction of the Sumenep Regent. However, such management should still be based on studies conducted by an expert team appointed by the Regent.

 

“For this policy to be effective and beneficial, the Regent’s expert team must go directly to the field and observe the real conditions faced by farmers,” he said.

 

He expressed hope that deliberations on the regulation could be included in the 2025 legislative agenda, coinciding with the 80th Anniversary of Indonesia’s Independence and the 756th Anniversary of Sumenep Regency. This, he noted, would serve as concrete legal protection for local tobacco farmers.

 

“With sincere intent, I believe we can produce a high-quality regulation that delivers direct benefits to farmers,” Tatang concluded.

 

Meanwhile, when contacted by Kliktimes on Monday (August 11, 2025) at 11:40 a.m. local time, Commission II member of the Sumenep DPRD, Rasidi, had yet to respond to the matter. Nonetheless, Kliktimes will continue to monitor developments in the Perda’s deliberation to ensure the welfare of tobacco farmers in Sumenep.
