Disnaker Solo to Open THR Complaint Post, Apindo Urges Compliance

SOLO – The Disnaker Solo plans to open a Religious Holiday Allowance (THR) Complaint Post for Eid 2025, operating from seven days before (H-7) to seven days after (H+7) the holiday. Workers will be able to file complaints at the Disnaker Solo office or through an online service.
Head of the Disnaker Solo, Widyastuti Pratiwiningsih, stated that the Solo City Government is still awaiting the official circular on the 2025 THR policy for private-sector employees from the Ministry of Manpower.
"While waiting for the regulations—since there are new regulations every year—we will set up the THR complaint post from H-7 to H+7 of Eid," she said when met by reporters at her office on Jl. Slamet Riyadi No. 306, Solo, on Friday (March 7, 2025).
She noted that several residents had filed complaints by visiting the 2024 THR Complaint Post in Solo. However, Widyastuti did not provide specific details regarding the number of complaints.
"Many people came here. Some companies paid THR in installments instead of a lump sum, and in some cases, the amount was lower than it should have been. According to regulations, THR must be paid in full, equivalent to one month's salary," she explained.
Separately, the Secretary of the Indonesian Employers' Association (Apindo) Solo, Wahyu Haryanto, emphasized that THR is a company policy that must comply with regulations, including the timeline for disbursement to employees.
"Apindo consistently encourages companies and members to fulfill workers' rights by providing THR in accordance with government regulations," Wahyu stated.
Previously, the Ministry of Manpower had postponed the announcement of the official circular regarding the 2025 Eid THR policy for private-sector workers. The announcement is expected to be released simultaneously with the THR regulations for civil servants (ASN).
According to an investigation by Espos, several residents used the Surakarta Complaint Service Unit (ULAS) to report THR-related issues during Eid 2024. Some of these complaints involved THR payments being made in installments.
The Solo Manpower Office follows up on all complaints related to THR submitted through ULAS, providing responses based on their authority.
