Discussing the Draft Regional Regulation on Corporate Social and Environmental Responsibility (TJSL), Pasuruan Regent Invites APINDO, KADIN, and HR Club

Pasuruan - In order to discuss the Draft Regional Regulation (Raperda) on Corporate Social and Environmental Responsibility (TJSL), the Regent of Pasuruan, HM. Rusdi Sutejo, invited several stakeholders for a joint discussion on Thursday afternoon (March 13, 2025).
Among the invited parties were the Indonesian Employers Association (APINDO), the Indonesian Chamber of Commerce and Industry (KADIN), and the HR Club. Also in attendance were members of the Steering Committee for Regional Development Acceleration (PPPD) of Pasuruan Regency. The meeting lasted for nearly two hours before concluding.
Gathering Input for the Draft Regional Regulation
According to Mas Rusdi, the familiar name of Regent Rusdi Sutejo, the government deliberately held this hearing session with relevant stakeholders to gather input, suggestions, and new ideas for the TJSL Draft Regional Regulation.
"We need input from APINDO, KADIN, and the HR Club regarding the preparation of this TJSL draft regulation. Fortunately, we have received several suggestions from the stakeholders, and God willing, we will incorporate them into the draft," he stated.
Mas Rusdi expressed hope that the TJSL Draft Regional Regulation could be ratified soon, as it is intended to regulate collaboration and synergy between the government and businesses to bring benefits to the people of Pasuruan.
"Following this meeting, we will adjust and refine the suggestions we received. Any aspects that are not yet appropriate will be perfected. Once the regulation is finalized, we will follow it up with a Regent’s Regulation (Perbup) and subsequently socialize it to the relevant parties," he elaborated.
Business Sector's Expectations for Government Support
Meanwhile, the Chairman of the Pasuruan HR Club, Wahyu Budi Priyanto, suggested that the government should provide concrete support to companies, particularly in terms of protection and assistance in running their business operations.
According to him, there are still irresponsible individuals in the field who exploit their personal interests by making unofficial requests to companies. He was pleased that the Regent committed to addressing and resolving such issues.
"I believe this commitment from the Regent is what businesses have been waiting for. Moving forward, there will be no more unauthorized individuals exploiting the system. Everything will be well-coordinated, even across institutions, through the TJSL mechanism," explained Wahyu, who is also known as Minhoo.
Minhoo further stated that if everything proceeds smoothly, there will be strong collaboration between local government and the business sector. This will help realize the government’s vision of making Pasuruan more advanced, prosperous, and just.
"Moreover, I understand that the TJSL initiative aims for equitable regional development. This means that both industrial and non-industrial areas will benefit. I believe this is a positive step for Pasuruan's transformation," he added.
APINDO's Perspective on the Draft Regulation
In the same meeting, APINDO Chairman, Nurul Huda, stated that his organization supports any regulatory improvements, especially regarding corporate social responsibility (CSR). However, he emphasized the importance of carefully reviewing the articles within the draft regulation to ensure thorough consideration.
"We must ensure that Pasuruan is perceived positively. We don’t want it to be seen as overly complicated or difficult in the eyes of investors, whether foreign or local. This is something we need to be mindful of and maintain together," he explained.
Huda, as he is commonly called, stressed that Pasuruan belongs to everyone, not just a select few. Therefore, it should be nurtured and developed collectively.
"No one should exploit the CSR platform for personal gain. We must prevent any misinterpretations," he concluded.
