PT Yihong Plans to Rehire, Apindo Cirebon Urges Workers and Employers to Reflect and Improve

CIREBON – Following the mass layoffs carried out by PT Yihong Novatex Indonesia, which affected its entire workforce, the company is now reportedly planning to resume operations in Cirebon Regency.
In response, Asep Sholeh Fakhrul Insan, Chairman of the Cirebon Regency chapter of the Indonesian Employers Association (Apindo), urged workers to avoid reacting emotionally or impulsively before engaging in thorough dialogue with the company.
He also emphasized the responsibility of employers to identify and address the root causes that triggered unrest among workers.
“I deeply regret the excessive actions taken by certain individuals among the workers, as such behavior risks harming multiple stakeholders,” Asep stated on Monday, April 7, 2025.
Asep noted that the strike and mass layoffs could set a negative precedent for the investment climate in Cirebon Regency.
He stressed that the situation reflects an unfavorable environment for business, and called for immediate, constructive conflict resolution.
To that end, Asep recommended that company disputes first be addressed through a Bipartite Forum, involving direct negotiation between employers and workers.
Should no agreement be reached, the matter can proceed to a Tripartite Forum, which includes mediation by the Manpower Office. If the issue remains unresolved, it can be escalated to the Industrial Relations Court (PHI).
Asep claimed that the issue surrounding PT Yihong’s closure and subsequent layoffs has been discussed with the Regent of Cirebon, leading to a preliminary resolution. The company has expressed its intention to resume operations and conduct new recruitment, with oversight from the Manpower Office.
He expressed hope that the incident would serve as a valuable lesson for both employers and employees, discouraging future strikes or mass layoffs that could disrupt the local economy and deter investment.
“Workers should remain wise and avoid being easily provoked. We must work together to maintain a healthy investment climate in Cirebon Regency to ensure economic stability and job security,” he concluded.
