West Java Provincial Government and APINDO Push for Investment Certainty and Spatial Policy Synergy

BANDUNG — The West Java Provincial Government, in collaboration with the Indonesian Employers Association (APINDO) West Java and regional administrations, held a coordination meeting in Bandung on April 30, 2026, to address investment certainty and the regulation of paddy field land in order to maintain a conducive business climate while safeguarding food-producing land.

 

West Java Governor Dedi Mulyadi led the meeting, which focused on the reclassification of 87 percent of designated paddy fields (Lahan Baku Sawah) into Sustainable Food Agricultural Land (Lahan Pertanian Pangan Berkelanjutan), a policy with direct implications for the business sector.

 

The policy carries the potential to alter land use designations from industrial to agricultural purposes, thereby affecting licensing processes and legal certainty for business actors.

 

Chair of APINDO West Java, Ning Wahyu, stated that the business community supports spatial planning efforts but requires clarity in policy implementation.

“We appreciate the Governor of West Java for addressing the issue of land-use reclassification and its impact on businesses through this coordination meeting,” Ning said.

 

She noted that abrupt changes in land status have hindered investment, as licensing processes can no longer proceed.

 

“Sudden changes in land designation from industrial to agricultural use in several areas have created legal and investment uncertainty, particularly for companies that have already acquired land or are in the process of completing purchases. These changes prevent further processing of permits,” she added.

 

The central government, through the Directorate General of Spatial Planning at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), has encouraged the involvement of business stakeholders in the formulation of regional spatial plans.

 

Governor Dedi emphasized that synchronizing land data between the provincial and regency/municipal governments is a key step toward producing accurate and effective policies.

 

The verification process for designated paddy fields is targeted to be completed within two weeks as a basis for revising the West Java Spatial Plan (RTRW).

“With APINDO’s involvement, we hope business actors understand that this issue is currently being resolved, and there is no need for excessive concern,” Dedi stated.

 

The policy is expected to deliver direct benefits to the public by maintaining a balance between protecting agricultural land and creating employment opportunities.

 

“We also seek responsive support from regents and mayors to ensure that this issue does not drag on, so that the business climate remains conducive and continues to drive job creation,” Ning concluded.
